U.S. imports of semiconductors and data processing units reached $253 billion in 2025, equivalent to 0.9% of GDP, exceeding the previous peak recorded during the Dot-Com boom of the late 1990s. After two decades of relative stability at 0.3%–0.5% of GDP, imports accelerated sharply following the 2022 passage of the CHIPS Act and the emergence of generative AI, led by ChatGPT. The import surge has been supported by large-scale investment in AI infrastructure—including data centers, GPU clusters, and sovereign AI initiatives—reflecting sustained demand for advanced computing hardware.
