For this report, we identified the cities worldwide with the largest number of government-linked CCTV cameras per km2 people and Dubai took the lead.
We conducted manual research to find local reports of CCTV camera counts in the capitals and major cities of every country. We focused only on CCTV cameras controlled or accessible by the government and used the land area for each city to calculate the density of cameras per square kilometre.
