The U.S. Navy's planned Zumwalt-class fleet fell from 32 ships in 1997 to three procured by 2009—a 91% reduction. GAO's program history records successive planned quantities of 32, 16, 8, 10 and seven before the final decision to procure three. The program evolved from DD-21 to DD(X) and then DDG-1000 as cost, technical ambition and mission requirements changed. This should not be read as a conventional forecast miss: the figures are changing procurement decisions, not repeated predictions made under fixed assumptions. The uploaded CSV reproduces every plotted value and the methodology documents the calculation and terminology.
