The U.S. Army once planned to produce 1,213 RAH-66 Comanche helicopters. GAO recorded a reduction to 650 by December 2002, and the program was canceled in 2004 before its scheduled production decision—taking the planned production quantity to zero. The distinction matters: the Army had funded and tested two development prototypes, but they were not production aircraft. This is therefore a procurement-plan reversal, not a claim that no Comanche ever existed or that a statistical forecast failed. The Army's FY2004 history says funds were redirected toward hundreds of new aircraft and upgrades to the existing fleet.
