Europe's share of worldwide major-arms transfer volume declined from 25.7% in 1986–90 to a post-Cold War low of 10.7% in 2011–15. It then reversed sharply, reaching 33.0% in 2021–25—the highest regional share SIPRI has recorded for Europe since the 1960s. Russia's invasion of Ukraine drove much of the break. Ukraine alone received 9.7% of global transfers in 2021–25, while other European states also increased imports as they rebuilt military capacity. SIPRI uses trend-indicator values to compare the volume of major conventional weapons transferred internationally. The figures are not spending or sales revenue, and transfers can include purchases, gifts, military aid and production under licence. Five-year periods reduce annual volatility.
