Since 2015, the increase in refugees in the EU has caused heated debates, although most international arrivals are labour migration or come directly from the EU. Luxembourg, for example, mainly attracts EU citizens, while Malta is considered a hotspot for workers and refugees fleeing by boat across the Mediterranean.
In Germany, non-EU citizens only just exceed the number of EU citizens, with immigrants making up around 20% of the total. Eastern European countries, on the other hand, remain well below average with restrictive asylum policies and only around 1.2% people with a migration background.
