Top Recipients of U.S. Foreign Aid

The United States has long used foreign aid as an instrument of diplomacy, security and economic support. But the distribution of that money varies sharply from country to country. In fiscal year 2025, Ukraine stood well ahead of every other recipient, with about $6.75bn in U.S. assistance. Israel followed with $3.31bn, while Jordan received $1.65bn.

Beyond the top three, much of the list is made up of countries in Africa, including Ethiopia, the Democratic Republic of Congo, Nigeria, Sudan and Kenya. The amounts are smaller, but they reflect a different side of American foreign assistance, spanning humanitarian relief, health, education, food security and economic development.

The figures underline how foreign aid is shaped by events as much as by geography. Wars, strategic alliances, humanitarian emergencies and economic pressures can all alter where American money flows. And with the U.S. administration changing its approach to foreign assistance, the map of American aid may look quite different in the years ahead.
