Where Data Tells the Story

Solar supplied 30.5% of Luxembourg’s domestically generated electricity in 2025—the highest share among the 91 countries and economies with a reported 2025 observation in Ember’s dataset. Hungary ranked second at 27.3%, followed by Chile at 25.1%. These were the only three economies in the eligible universe at or above 25%.
This ranking measures solar generation as a percentage of all electricity generated within each economy. It is an intensity ranking, not a ranking of total solar output or installed capacity. Rankings use the unrounded source percentages, while the graphic displays values rounded to one decimal place.
The denominator is domestic electricity generation, not electricity consumption. Electricity imports and exports can cause an economy’s generation share and consumption share to differ. Economies without a reported 2025 value are outside the ranking and were not treated as having zero solar generation.
The 2025 values come from Ember’s 2026 Yearly Electricity Data through the processed Our World in Data series. The broader energy-data release is timely: the Energy Institute reported that global solar generation expanded by 30% in 2025.
The eligible universe includes country- and economy-coded observations with a reported 2025 value, including Kosovo as a separately reported economy. World totals, regions, political and economic groups, and other aggregates were excluded.
