Since 1990, Nordic final energy consumption and CO₂ emissions have moved in opposite directions. Nordic Energy Research reports that by 2021 final energy consumption was 16% above its 1990 level, while CO₂ emissions were 30% lower. The divergence is visible across the full 1990–2021 time series: energy use remained above the 1990 baseline while emissions moved below it, demonstrating long-run decoupling between energy consumption and fossil-fuel/industrial CO₂ emissions.
