Despite growing student numbers, the number of BAföG recipients in Germany has fallen to a record low, reaching its lowest level since 2000. The government support programme appears to be losing its appeal. The declining numbers are attributed, among other things, to the complicated application process, tight asset allowances and the fear of debt.
Although the average BAföG benefit has increased over the years, fewer and fewer students are benefiting from it. However, with rents for shared flats and living costs rising rapidly, it cannot be assumed that demand among students has declined.
