📈 Foreign-Owned U.S. Treasuries Shift from Central Banks to Private Investors

From 2013 to July 2025, foreign official holdings of U.S. Treasuries (by central banks and governments) remained relatively stable at around $4 trillion, totaling $3.92 trillion in July 2025. In contrast, foreign private holdings (by banks and investors) surged 240% to $5.24 trillion, increasing their share of total foreign ownership from 29% to 57%. Notably, these private holdings include over $1 trillion in U.S. securities inflows directed to major custody hubs such as the U.K., Belgium, and Luxembourg.
